Odessa Police Make Arrests in Connection to Child Endangerment Investigations
Traffic Stop Leads to Arrest of 2 Subjects with Narcotics Accessible to 3-Year-Old
Odessa Police arrested David Ramos Solis, date of birth 07/13/1974, on 4-8-18 at approximately 0843 hours for Endangering a Child “State Jail Felony”, Possession of Cocaine “State Jail Felony”, No Proof of Insurance with Prior Convictions “Class B Misdemeanor”, and Driving While License Invalid “Class B Misdemeanor”.
Odessa Police also arrested Kristy Serrano Flores, date of birth 01/23/1986, for Endangering a Child “State Jail Felony” and Possession of Cocaine “State Jail Felony”. Officers observed a white 1998 Chevrolet Suburban traveling westbound on Reynosa at a high rate of speed before turning northbound onto College.
A traffic stop was conducted on the listed vehicle and the driver was identified as Solis and the front passenger as Flores. Officers also observed a 3-year-old child standing up in the back middle seat area of vehicle. The 3-year-old male was not secured in a seatbelt or child safety seat of any kind. Officers observed crack cocaine on top of the front center console.
Officers also observed a crack pipe between the center console and front passenger seat. Bases on the facts and circumstances presented during the investigation, both subjects were charged and arrested accordingly and transported to the ECLEC. CPS was notified of the incident and the child was released to a family member.

Man Arrested after Selling Cocaine & Marijuana with 14-Year-Old
Odessa Police arrested Patrick Perry Barnett, date of birth 08/01/1999, on 4-2-18 at approximately 1130 hours for Manufacture or Delivery of Cocaine “2nd Degree Felony”, Endangering a Child “State Jail Felony”, and Possession of Marijuana “Class B Misdemeanor”. Officers responded to the 2500 block of Andrews Highway in reference to a male subject selling narcotics.
Upon arrival, officers made contact with a the male subject, identified as Barnett, who was found to be in possession of 2 grams of cocaine and 8.8 grams of marijuana. Investigation revealed that Barnett had been selling narcotics with a 14-year-old male and made the narcotics accessible for the 14-year-old to distribute. Based on the facts and circumstances presented during the investigation, Barnett was charged and arrested accordingly.
