4th Arrest Made in Connection to 4-year-old Murder Investigation

DATE/TIME REPORTED: May 13, 2014 at approximately 1625 hours

Noe Garcia Galan was arrested yesterday by the United States Border Patrol and transported to the Ector County Law Enforcement Center. Anyone with information in reference to the whereabouts of Ruben James Hernandez is encouraged to contact the Odessa Police Department or Odessa Crime Stoppers at 432-333-TIPS. The investigation continues.
ORIGINAL SUMMARY FROM 5-15-14:
On 5-13-14 at approximately 1602 hours, officers responded to the 1600 block of North Dixie in reference to a subject with a gun, which later turned into a kidnapping. Shortly thereafter at approximately 1625 hours, officers responded to Neta Place in reference to shots being fired, which later turned into a gunshot victim.
Further investigation revealed a connection between the kidnapping on Dixie and the murder on Neta Place. Investigation revealed that the victim, identified as Sean Lamb, 22 years of age, had been fatally shot multiple times as a result of a large quantity of narcotics which had been stolen. Subsequent investigation revealed that the actions of several suspects led to the shooting and death of Lamb.
Five of the suspects have been identified as Liz Sanchez Hernandez (DOB 6-9-79), Brian Adan Hernandez (DOB 11-16-96), Stacey Louise Castillo (DOB 6-16-74), Ruben James Hernandez (DOB 1-4-81) and Noe Garcia Galan (DOB 10-6-79).
On 5-14-14, investigators located Liz Hernandez and Brian Hernandez in the 1100 block of Fitch and charged and arrested both of them with Capital Murder, a Capital Felony. Today at approximately 1530 hours, Homeland Security located and arrested Stacey Castillo in Marfa, Texas.
At this time investigators have obtained capital murder warrants for Ruben Hernandez and Noe Galan. The individuals are still outstanding. Investigators are also searching for additional suspects and anticipate that additional arrests will be made.
Since these crimes have been reported, the majority of the Odessa Police Department Criminal Investigation Division, the U.S. Marshals, the Texas Rangers and the District Attorney’s Office have all been working collectively to resolve this matter.
Anyone with information in reference to this incident is encouraged to call the Odessa Police Department or Odessa Crime Stoppers at 432-333-TIPS. Investigators advise the public to use caution if contact is made with either Ruben Hernandez or Noe Galan as they are considered to be armed and dangerous.
The investigation is ongoing.
