Zoning

Zoning is the mechanism used to ensure that land uses in Odessa are properly related and located. The City Council is responsible for determining the appropriate district to apply to each parcel of land according to the guidelines of the City of Odessa Comprehensive Plan. If a zone change is required after discussing it with the Planning staff, an application with a fee must be submitted to the department. The property owner's consent is needed, and the process of rezoning could take from six to eight weeks.

Zoning Modifications

A property owner may petition the Zoning Board of Adjustments for a special exception or certain variances to the provisions of the Zoning Ordinance at a public hearing. In granting any special exception or variance, the Board may prescribe appropriate conditions and safeguards in conformity with the Ordinance.
