Man Charged after Threatening OPD Officer Inside of Jail
Odessa Police arrested Isayah Ramirez, date of birth 02/23/2000, on 3-10-18 at approximately 0029 hours for Retaliation “3rd Degree Felony” and Public Intoxication “Class C Misdemeanor”. While an OPD officer was finishing paperwork at the ECLEC, an inmate, identified as Ramirez, began cursing at the officer.
Ramirez stated to the officer “wait till I get out and you aren’t wearing your vest and you’re going to see what happens” Ramirez also claimed to have an SKS and a Tec-9 automatic. When the OPD officer asked Ramirez if he was threatening him, Ramirez replied by nodding his head yes.
Based on the facts and circumstances presented during the investigation, Ramirez was additionally charged with retaliation, a third degree felony.
Woman Charged in Connection to Child Endangerment Investigation
Odessa Police arrested Martha Quezada De Hanson, date of birth 07/25/1969, on 3-9-18 at approximately 1543 hours for Endangering a Child “State Jail Felony”. Officers responded to 4401 East 52nd Street (Brady Station Apartments) in reference to a found child. Dispatch advised that a passerby had stopped and located a young child running in the lanes of traffic on 52nd Street with no shoes and a full diaper.
The child, later identified as 2-year-old female, was without adult supervision. The complainant advised officers that traffic was heavy and that they had to utilize their personal vehicle to stop westbound traffic and that another passerby had to block the eastbound traffic in order to safely get the child.
Approximately 18 minutes after the first 9-1-1 call, officers located the child’s grandmother, identified as Quezada De Hanson. Investigation revealed that the child had been staying with Quezada De Hanson. Based on the facts and circumstances presented during the investigation, Quezada De Hanson was charged and arrested accordingly.

Man Arrested after Choking Wife & Interfering with 9-1-1 Call
Odessa Police arrested Roberto Ruiz Jr., date of birth 04/13/1981, on 3-10-18 at approximately 1700 hours for Endangering a Child “State Jail Felony”, Assault by Strangulation (Family Violence) “3rd Degree Felony”, Interfering with Emergency Communications “Class A Misdemeanor”, and Resisting Arrest “Class A Misdemeanor”.
Officers responded to the 6400 block of Opal Drive in reference to a domestic disturbance. Upon arrival, officers made contact with a 23-year-old female and her husband, identified as Ruiz. Investigation revealed that while the 23-year-old female was holding her child, Ruiz chased her to their neighbor’s front door while she was attempting to call 9-1-1.
Ruiz placed his hands around his wife’s neck and took her phone away from her. Ruiz hung up the 9-1-1 call and choked his wife to the point that she fell to the ground with her breath impeded. The wife was also trying to shield their 9-month-old infant from what she feared would be serious bodily injury if the infant fell to the ground.
When officers attempted to handcuff Ruiz, he resisted arrest and attempted to swing with a closed fist towards the OPD officer. Ruiz was eventually placed into custody and transported to the ECLEC. An emergency protective order was placed against Ruiz and CPS was notified of the incident.
